ENS for RoRo & Accompanied Freight: What Ferry Operators and Hauliers Must Do

On roll-on/roll-off (RoRo) movements, who files the ENS depends on whether the freight is accompanied. For accompanied freight, where the driver travels with the vehicle, the haulage company files the S&S GB Entry Summary Declaration. For unaccompanied freight, the ferry operator files it. Either way, the deadline is at least 2 hours before arrival.

What is RoRo freight?

Roll-on/roll-off shipping means vehicles and trailers drive straight on and off the vessel under their own power or on a tractor unit, rather than being lifted on by crane. A RoRo ferry or RoRo cargo ship carries lorries, trailers and containers on trailers across short sea routes, and it is the backbone of UK-EU trade on the Dover-Calais, Channel and Irish Sea corridors. Because RoRo freight moves fast and on fixed sailings, the safety and security declaration has to keep pace with the ferry schedule, not the other way round.

You will see the term used loosely. “RoRo containers” usually means containers carried on a trailer that rolls on, as opposed to lift-on/lift-off deep-sea container shipping. The customs and ENS rules follow the RoRo movement, whatever is on the trailer.

Accompanied vs unaccompanied: who files the ENS

This single distinction decides who carries the filing duty on a RoRo crossing:

Ferry operators therefore carry the ENS duty for every unaccompanied trailer they load, while hauliers carry it for their accompanied units. A carrier can appoint an agent to file, but the legal responsibility stays with the carrier, and if two parties file the same load, customs may treat it as a duplicate. RoRo ENS deadlines

Both accompanied and unaccompanied RoRo freight follow the same minimum timing: the ENS must be lodged at least 2 hours before arrival. RoRo, GVMS and the border crossing

Most RoRo freight into Great Britain moves through ports that use the Goods Vehicle Movement Service (GVMS). The driver needs a valid Goods Movement Reference (GMR) to board, and the ENS movement reference number can be added to it. For Great Britain that step is optional, but keeping the MRN with the GMR helps at check-in. The ENS must still be lodged and accepted before the vehicle reaches the port, or it will not board.

RoRo into Ireland: PBN and the customs channel

RoRo into Ireland works differently, and hauliers on the Irish Sea need to know it. Goods entering Ireland need an EU safety and security declaration through ICS2, and Irish Revenue also requires a Pre-Boarding Notification (PBN) that ties all the customs references for a vehicle together before it boards the ferry.

After the PBN is submitted, a customs channel is assigned, green to proceed, orange for a documentary check, or red for an inspection. Drivers check this through the RoRo customs channel lookup, sometimes described as the RoRo PBN status, before or on arrival at ports such as Dublin and Rosslare. Common RoRo ENS pitfalls

  • Confusing accompanied and unaccompanied, so the haulier and ferry operator both assume the other filed, and nobody does.
  • Turning up at ferry check-in without a valid MRN or GMR, and missing the sailing.
  • Treating the 2-hour legal minimum as the deadline instead of the ferry’s earlier cut-off.
  • No out-of-hours cover to amend a crossing when a sailing is delayed or rolled.

On the last point, HMRC allows some tolerance: if a routing is delayed by more than 2 hours, no amendment is needed as long as the vehicle travels on the same routing, with the same carrier, after the original scheduled departure, and leaves the declared port no more than 12 hours after the original scheduled sailing.
