What is GVMS?
GVMS (the Goods Vehicle Movement Service) is HMRC's IT platform for managing customs information on goods crossing the border at locations that use the pre-lodgement model, mainly UK Ro-Ro ports. It links a vehicle's declarations to a single reference that ports and carriers check at boarding and arrival.
What is a GMR?
A Goods Movement Reference (GMR) is the reference number created in GVMS that bundles every MRN (Movement Reference Number) for the goods on a vehicle into one record. It's what a haulier presents, directly or via check-in software, to be allowed to board and later to clear the border.
Which routes actually need a GMR?
A GMR is generally required for Ro-Ro movements between GB and the EU, and for GB to NI movements, at locations HMRC operates on the pre-lodgement model. Coverage can vary by port and route, so it's worth checking the specific crossing you use against HMRC's published list.
What happens if a vehicle boards without a valid GMR?
Carriers can refuse boarding, and a vehicle that does travel without a valid GMR risks delays, being held at the border, or referral for further checks, since check-in and border systems are built to verify a GMR before a vehicle is allowed through.
How does iGVMS help?
iGVMS automates the parts of the process that are usually manual: pulling MRNs from your declarations, linking them to the right vehicle and crossing, validating them, submitting the GMR to GVMS, and tracking its status through to check-in and boarding.
Can a GMR be changed after it is created?
Details can typically be updated before a vehicle checks in, but changes become more limited once check-in is underway. iGVMS flags mismatches early so edits happen well before the booth, rather than under time pressure at the port.
Does GVMS replace my customs declarations?
No. GVMS doesn't replace declarations, it links the MRNs from declarations you've already submitted, whether through CDS or another system, into one movement reference for the vehicle. You still need valid, accurate declarations behind every MRN.
Is a GMR the same as a PBN?
No. A PBN (Pre-Boarding Notification) belonged to an earlier process used at some locations before GVMS. A GMR is the reference used under GVMS at pre-lodgement ports today, the two aren't interchangeable and shouldn't be used as substitutes for one another.
