What is an end-user certificate (EUC)?
An end-user certificate (EUC) is a document confirming who will receive controlled goods, what they will be used for, and that they will not be re-exported or diverted without authorisation. UK exporters submit one to support a licence application. |
When is an end-user certificate required?
- As supporting evidence for a standard individual export licence (SIEL) application, where the ECJU requests end-user documentation
- For Chemical Weapons Convention Schedule 3 chemicals exported to states not party to the CWC
- Where military-listed or dual-use goods are heading to a destination carrying diversion risk
What the certificate must state
The end user’s identity and address, a description of the goods, the intended end use, and an undertaking not to re-export or divert them without consent. The end-user undertaking form is completed by the recipient, not the exporter which is why it drives the lead time on a SIEL application.
Why it carries so much weight
The EUC is the evidence base for the licensing decision. If the goods later surface somewhere they should not, it is the document regulators examine first. A vague end-use statement is the most common reason a licence application is queried or held.
