An ITAHC (Intra-Trade Animal Health Certificate) is the official veterinary certificate that accompanies live animals moving between EU member states, and between Northern Ireland and the EU. It travels digitally: an authorised vet raises it as an INTRA certificate in TRACES NT, and the system sends the certified details ahead of the animals to every authority along the route.

The certificate exists to keep intra-Union animal trade safe. Under the Animal Health Law (Regulation (EU) 2016/429) and the Official Controls Regulation (EU) 2017/625, live animals moved between member states must carry official health certification confirming they meet animal health requirements. The ITAHC is that certification, and TRACES NT is where it lives as an INTRA certificate.
Three jobs sit inside one document: disease prevention, because certification confirms health status before movement; traceability, because every consignment links to premises and transport records; and welfare, because the certificate declares journey details that authorities can check.

An authorised vet, never the exporter. In Northern Ireland, you complete the TRACES application form and return it to your authorised Private Veterinary Practitioner (aPVP) or, for cattle and sheep, your Export Assembly Centre operator, at least 3 working days before the movement. The vet inspects where required, completes the certification, and creates the ITAHC in TRACES NT under the oversight of DAERA’s District Veterinary Office.
That division of labour matters. Your responsibility is accurate, timely information on the application; the certifying decision belongs to the vet as the competent professional under the official controls framework.
Plans change, and the official DAERA guidance anticipates it with two firm rules.
Notice what both rules share: the trigger sits with you, and the action sits with the vet. Exporters cannot amend an ITAHC themselves, so the practical discipline is a fast phone call the moment plans move. Build it into your transport change process, not your memory.
The same principle applies. Errors discovered after issue go back to the certifying vet, who decides between correction, replacement or cancellation in TRACES NT. The worst response is silence, because a mismatch between certificate and consignment surfaces at checks along the route, where fixing anything is slower and more expensive.
