UK Budget Bombshell: Key Customs Changes You Should Know About

Hold on tightโ€”UK Budget 2025 is shaking up customs rules, and weโ€™ve put together a guide to explain the changes that could impact your operations. This will help you cut through the noise and stay in control as the new measures roll out.

Hereโ€™s Whatโ€™s Changing in Customs

1. Changes to duty relief for low-value goods

The government has confirmed that the current customs duty relief for items worth ยฃ135 or below will be removed from 2029. This means these goods will become subject to customs duty. The goal is to ensure fair treatment between online sellers shipping directly to customers and traditional retailers importing goods in bulk.

Alongside this, a consultation has opened on a brand-new set of customs arrangements for low-value imports. If youโ€™d like to explore or contribute to the consultation on low-value imports, you can find it here

2. Updates to rules on customs infrastructure at the border

New legislation in the Finance Bill 2025โ€“26 will make it clear that all border locations are responsible for providing and funding their own customs infrastructure. This aims to bring consistency and clarity across all border sites.

3. More flexibility for ministers on setting import duty rates

The government plans to update the customs tariff provisions in the Taxation (Cross-border Trade) Act 2018. This will give ministers greater authority over specifying applicable import duty rates. The important bit: this wonโ€™t change any current rates or have an immediate tax impact.

We can also expect more reforms focused on simplifying and improving tax and customs administration, with further announcements due at a Tax Update event in early 2026. Check out the official Budget information here
