External Temporary Storage Facility (ETSF)

An External Temporary Storage Facility (ETSF) is a site outside the port’s designated area that is used for storing imported goods. The goods are temporarily stored here until they are released for customs clearance or re-exported. You can read the official ETSF guidance on GOV.UK. ETSF is closely related to temporary importation arrangements used in international trade.

ETSF is important for global trade because it helps move goods across borders more smoothly. It can also reduce the carbon footprint of logistics operations while still ensuring efficiency and trade compliance. Carriers and importers using ETSF sites must ensure all goods are covered by accurate customs declarations before release.
